Ukraine Responds to Trump’s Peace Plan: Details and Prospects

Indicating a new phase in diplomatic efforts to resolve the conflict, the Ukrainian delegation in London has submitted an official response document to the American side, particularly concerning the proposals put forward by the administration of former President Donald Trump. The information about this process was disclosed by Ukrainian President Volodymyr Zelensky during a conversation with journalists in Kyiv on April 25. According to him, the response was delivered during a working meeting that took place on April 23 in the UK capital and represents a continuation of efforts to find compromises in bilateral negotiations. He recalled that the Ukrainian side, together with European partners, proposed its own vision of the U.S. proposals and expressed readiness for constructive dialogue. According to him, the main point of discussion concerns security guarantees for Ukraine, including approaches alternative to the country’s NATO membership. “We presented very constructive proposals regarding this, including various formats and ideas concerning security guarantees, particularly those that imply changes to traditional approaches, including the issue of collective defense,” Zelensky emphasized. He also clarified that the Ukrainian delegation proposed its own vision regarding the replacement or supplementation of existing security guarantees, especially concerning the format and content of Article 5 of the NATO Collective Defense Treaty — which stipulates mutual defense in case of aggression. “We are now waiting for a response from our American partners, and this is an important stage in our negotiations,” the president added. It’s worth noting that, on the eve, Zelensky confirmed the existence of alternatives to U.S.-led peace initiatives, which managed to gain support during the London meeting. Details about these proposals have been repeatedly discussed in the British media. A significant publication in the British outlet The Telegraph presented detailed insights into the new diplomatic strategy. The document states that Ukraine aims to achieve key goals through peaceful negotiations, including depriving Russia of international recognition for its illegal annexation of Crimea and other occupied territories. According to the Ukrainian delegation, this could become a sort of “calling card” for a successful resolution of the conflict, since renouncing Kremlin’s occupying plans would mean Russia’s loss of its status as an aggressor in the international community. Amid these diplomatic efforts, discussions are ongoing regarding possible compromises and subsequent steps. At the same time, many unresolved issues remain, including the formulation of the status and security guarantees, as well as how realistic the implementation of the Ukrainian side’s conditions is.
