The Head of the Ministry of Internal Affairs, Ihor Klymenko, made a loud statement emphasizing that Russia’s attack on Kyiv during the night of April 24 was targeted and aimed at the city’s civilian infrastructure

According to him, the aggressor did not choose a random target — it was specifically targeting residential areas and social facilities to sow fear and break the will of Ukrainian citizens. According to the high-ranking official, at least 25 residential buildings in densely populated districts of the capital were damaged during the night and morning. Among the affected objects are a school and a kindergarten, which only underscores the scale of chaos and destruction. Within the first hours after the attack, law enforcement officers began a set of measures: they twice checked the destroyed buildings — during the night and in the morning — to ensure that there were no victims among residents and that no one needed urgent assistance. The Minister of Internal Affairs emphasized that about 40 investigators and 30 operational officers of law enforcement agencies have already been dispatched to the strike zone, tasked with taking statements from local residents regarding the damaged property. Simultaneously, efforts continue to gather evidence and document the war crime committed by representatives of the Russian military. It is important to note that all collected materials and evidence are transferred to the relevant authorities for further analysis. Special attention was also drawn in the statement to the fact that, according to preliminary data, the Russians attacked one of the residential buildings in the Sviatoshynskyi district of the city with a ballistic missile. Experts have already retrieved missile fragments from the scene, which are now undergoing forensic examination to determine the exact type of munition and its characteristics. Details regarding the extent of damage and possible casualties will be provided after all necessary expert assessments are completed. It is clear that this targeted strike against civilian infrastructure is not only a display of destructive force but also evidence that Russian occupiers are deliberately seeking to sow chaos in Kyiv, destroy people's normal life, and break the morale of the Ukrainian people. The Minister of Internal Affairs called on residents not to panic, emphasizing that the authorities are working in detail to ensure security, collecting evidence of war crimes, and all measures are aimed at bringing those responsible to justice.
