Journalists from “Schemes” revealed the whereabouts of Verkhovna Rada deputy Serhii Shakhov, who has been wanted since 2023 due to the discovery of false information in his declarations
It turned out that the parliamentarian from the "Dovira" group has been living for more than two years in luxurious apartments in Dubai, owned by his common-law wife, Inna Zhurba. This information became known thanks to social media research conducted by Shakhov’s daughter and broadcasts of meetings of one of the parliamentary committees. It should be noted that the rented property covers over 300 square meters and is located in a prestigious district of the UAE. The rental value of this residence from July 2022 to September 2025 amounts to approximately $300,000. Currently, there are no mentions of this property or related expenses in the declared declarations of the deputy. The same applies to the education of his children: Shakhov has not officially reported paying for the education of his two younger children in a private school in Dubai, where they have been studying for over a year, with costs amounting to at least $40,000 per year. Journalists established that Shakhov’s wife, Inna Zhurba, is involved in renting out apartments, but this information is entirely ignored in his declarations. It is possible that such concealment is intended to cover up large financial expenditures. In addition to real estate, official data indicate that Shakhov does not report expenses related to the education of children abroad, nor does he disclose other significant assets. At the time of the "Schemes" investigation, it was determined that the last time the member of parliament was present in the Verkhovna Rada was in November 2022. Since then, his activity in voting has been minimal — he almost does not participate in plenary sessions, and many of his votes are suspiciously recorded as fictitious, as many took place with cameras turned off. Suspicions regarding Shakhov’s inappropriate behavior are supported by reports from NABU and SAP, which have information about his involvement in concealing assets worth over 88 million hryvnias. According to case materials, these include 13 properties in downtown Kyiv, 8 parking spaces, several cottages near Kyiv, and land plots totaling 115 hectares. As a result, the case is under review by the High Anti-Corruption Court, and Shakhov has been declared wanted for failing to attend court hearings. What is particularly striking is his attempt to justify his absence from parliament. According to his lawyer, the deputy is allegedly undergoing treatment in Kyrgyzstan. However, "Schemes" obtained information from the Estonian parliament indicating that no official visits by Shakhov to this country have been recorded. At the same time, Shakhov was last in the Verkhovna Rada in November 2022, and since then, his parliamentary activity has been minimal — mostly due to non-attendance and ignoring meetings. It is clear that the deputy is avoiding responsibility, trying to hide from justice and conceal significant assets suspected to be involved in illegal schemes and asset concealment. Interestingly, according to available data, his assets and financial status remain highly questionable, as key expenses and property are not reflected in his public declarations. Overall, this story of living in elite apartments in Dubai, hiding assets, and delaying responses to journalistic inquiries casts serious doubt on the integrity and honesty of the deputy, who is currently under the scrutiny of law enforcement and society at large.
