The Kyiv court refused to transfer Deputy Mayor Volodymyr Prokopiv under the guarantee of deputies
The Holosiivskyi District Court of Kyiv has made a decision regarding the temporary detention of Kyiv City Deputy Mayor Volodymyr Prokopiv, which will involve 24-hour home arrest with the use of electronic monitoring. The relevant decision was announced on Tuesday, May 16, and will be in effect until June 20, 2023. According to Irina Vinokurova, spokesperson for the Kyiv City Prosecutor's Office, quoted by "Ukrainska Pravda," the court issued its ruling taking into account all circumstances and the objections raised by the prosecution side. At the same time, several Members of Parliament, including Artur Gerasimov and Mykhailo Savrasov, as well as Kyiv City Council deputies Oleksandr Mishchenko and Pavlo Boychenko, proposed taking Prokopiv on guarantee. However, the court did not support these proposals and rejected them. Vinokurova noted that the court decided that investigators and the court considered sufficient evidence to choose a preventive measure in the form of house arrest with mandatory electronic monitoring. She added that during the hearing, all arguments from both sides were heard, but the decision was made precisely in this form, taking into account the importance of ensuring strict supervision over the suspect. Currently, Volodymyr Prokopiv will be under 24-hour home arrest with the use of an electronic bracelet, which will allow law enforcement to promptly track his whereabouts. As a result, the deputies and political figures who previously proposed guarantees or bail have been left without support from the court. The verdict sends a clear signal about the unwavering stance of justice regarding the enforcement of independence and objectivity in investigations, even for high-ranking individuals. Overall, the Prokopiv case has sparked broad discussions in political circles and among the public, as the deputy of Klitschko is one of the key figures in the city administration. His detention and the choice of preventive measures demonstrate that combating potential corruption or other illegal activities within government structures remains a priority for the Ukrainian legal system. At the same time, proposals by deputies for guarantees highlight political pressure and attempts to minimize the resonance, but the court remained principled and adhered to legal procedures.
