According to the head of state, there is already an opportunity to sign a so-called Memorandum of Intent in an online format, which would represent a significant step forward in the cooperation between the countries in mineral extraction. At a briefing for media representatives on Thursday, Zelenskyy emphasized that the negotiation process in this area is in its final stage. He reported that a few days ago, the American side expressed an initiative to return to the consideration of a separate memorandum focused on the mutual intentions of the two countries to cooperate in subsoil use. This became possible as legal experts are actively working on preparing the main agreement regarding Ukraine's subsoil resources. The head of state noted that, given the current conditions, the parties' outlooks are constructive and positive, making the signing of a Memorandum of Intent, particularly in an online format, entirely feasible today. According to him, this document "is not the final agreement or contract, but merely expresses the intentions of both parties to move toward agreed-upon cooperation." Zelenskyy also emphasized that Deputy Prime Minister Yulia Svyrydenko is currently working in close communication with the U.S. side to finalize the text of this memorandum. She previously announced the imminent signing of the document, which would serve as a prerequisite for concluding an agreement on the use and extraction of mineral resources in Ukraine. The government official underlined the importance of this step, stating that the Memorandum of Intent is the first, albeit symbolic and strategically significant, stage in the long-term cooperation between Ukraine and the USA in the sphere of mineral resources. This, according to her, opens the way for further specific agreements and the signing of long-term contracts that will attract investments, modernize outdated extraction technologies, and stimulate economic development in this vital sector. Earlier, Svyrydenko repeatedly highlighted the significance of the progress achieved along this path and expressed confidence that cooperation with American partners would soon yield tangible results. This will not only facilitate a crucial strategic partnership but also open new economic opportunities for Ukraine, particularly concerning ensuring its energy security and further developing the mining industry. In light of recent statements and steps, Ukrainian authorities demonstrate their intention to intensify cooperation with international partners, overcome bureaucratic hurdles, and move toward signing concrete agreements that will mark a new stage in the country's natural resource development. This is a signal of Ukraine’s serious commitment to attracting investment in the subsoil sector and creating conditions for sustainable economic growth in the long term.
