President Zelenskyy Imposes Extensive Sanctions Against Russian Artists and Athletes
Ukrainian President Volodymyr Zelenskyy signed a decree establishing new personal sanctions against 20 Russian figures in culture and sports who, according to official information, openly support Russian military aggression against Ukraine. This decision is a logical continuation of the Ukrainian authorities’ broad campaign to isolate and restrict the activities of individuals who contribute to propaganda and the dissemination of Russia’s influence worldwide. According to sources, this measure resulted from the decision of the Ukrainian National Security and Defense Council dated April 18, 2025, which was published as Decree No. 246/2025. The document clearly outlines the measures, including restrictions on assets, revocation of state awards, media bans, and limitations in trade connections within Ukraine. In accordance with the law, the decree comes into effect upon its publication. The sanctions list includes representatives from arts, cinema, sports, and music. Notably, among them are well-known Ukrainian viewers’ favorites: actress Irina Apeximova, popular actor Vitaliy Gogunsky, and the controversial singer and actor Mykhailo Dzhigurda. It also features prominent artists and supporters of Russia’s war effort, such as the popular singer Yaroslav Dronov, known as Shaman. Also on the list are film director Yegor Konchalovsky, animal trainer Yuriy Kuklachyov, actor Oskar Kuchera, cinema star Evgeny Mironov, actor Aleksandr Pankratov-Chyorny, and the renowned ballet dancer Sergey Polunin. Additionally, artists who promote Russian culture and propaganda, including Mykola Rastorguev, Oleksandr Rozenbaum, Igor Sukachov, and Mykola Tsiskaridze, have been sanctioned. Reports confirm that other notable figures with ties to Russian cultural and sports elites are also included. There is also a separate set of sanctions against individual athletes, notably skier Irina Vyalbe—one of the most renowned and accomplished in the world—who has openly expressed support for Russian military forces. Restrictions entail several key measures, such as asset blocking, media bans, and prohibitions against participating in various cultural and sporting events within Ukraine. These actions are an essential part of Ukraine’s strategic effort to cut off any support for Russia’s aggressive policies through influential figures worldwide. Reactions from the public and experts to the new sanctions have been mixed. Some see them as an important step in defending national interests and demonstrating Ukraine’s firm stance in fighting Russian propaganda. Others emphasize that such measures should be part of a broader diplomatic and cultural policy aimed at isolating the aggressor country globally. It is important to note that this list and the sanctions may be adjusted and expanded in response to ongoing diplomatic developments and emerging challenges related to supporters of Russian aggression among cultural and sports figures. Ukrainian authorities insist these steps are necessary to increase diplomatic pressure and create unavoidable conditions for ending the war. Overall, the adopted sanctions demonstrate Ukraine’s resolute policy in fighting Russian aggression and its goal to isolate the aggressor’s influence in all spheres, including culture and sports. This strengthens internal unity within Ukrainian society and underscores the importance of solidarity in these challenging times.
